Tour completion, not necessarily tour start, must be on/after 1 October 1995. Renamed from Navy Recruit Training Service Ribbon by ALNAV 049/16 effective 5 July 2016; expanded command eligibility. 2019 manual cites 17 March 1998 memo, while 2006 manual says 13 March 1998; establishment day unresolved.
Service years and award dates
Years help surface possibilities. A date overlap does not show that someone earned an award. Some date rules describe completion, specific operations or retroactive eligibility, rather than a universal service window.
