6 July 1960 is the statutory effective date and AFPC establishment date. The manual's Public Law number/year contains an apparent inconsistency; the effective date is explicit.
Service years and award dates
Years help surface possibilities. A date overlap does not show that someone earned an award. Some date rules describe completion, specific operations or retroactive eligibility, rather than a universal service window.

Research notes and remaining questions
- DAFMAN says 'PL 88-593 (1965)' while AFPC says the same Public Law number but July 1960. Verify the original authorizing statute for a definitive legislative citation.
